و على العموم فالإنفاق الحكومي لا يشمل فقط ما يام صرفه لفائدة الشعب بدون مقابل بل قد يكون مقابلا و قد يأتي على حساب المصروفات الاجتماعية ضمانا للسيولة وتحقيقا للتوازنات الماكرو اقتصادية.
