هو مصطلح يطلق على قيمة الدولار الذي تجنيه الدولة مقابل مبيعاتها من النفط، ويعرف أيضاً بأنه العلاقة بين قيمة النفط وقيمة الدولار في فترة زمنية معينة، وقد استخدم هذا المصطلح لأول مرة في عام 1973 من قبل أستاذ الاقتصاد في جامعة واشنطن المصري ابراهيم عويس بسبب الحاجة إلى استخدام مصطلح يصف عملية استخدام الدولار كعملة احتياط من ناتج مبيعات النفط.
