ووفقاً ارئيس هيئة التنمية الصناعية إسماعيل جابر فإنه تم حصر المصانع العاملة بالسوق والاجتماع بها وتم الاتفاق من قبل نحو 70% منها على بدء تجهيز المصانع لبدء العمل بالفحم فور بدء تطبيق قرار استخدامه.
